Project Overview and Role:

As part of the UK’s International Climate Finance commitment, FCDO inKampala is implementing a Climate Smart Jobs (CSJ) programme,focusing on Northern Uganda.

The Climate Smart Jobsprogramme will support large-scale job creation for Uganda’s growingpopulation. In recent years, insufficient economic growth has meant a risingproportion of the working age population are not working, and hourly earningshave been falling. This means providing jobs and improving incomes is a highpriority for the British High Commission (“BHC”) in Kampala.

The CSJ programme, willtarget the agri-business sector since the British High Commission believes thatimproving productivity and/or incomes in agriculture is the most promisingprospect for delivering inclusive and equitable economic growth and jobopportunities. Three-quarters of the Ugandan population derive their incomefrom agriculture, and agrobusinesses contribute 60% of total output in theUgandan manufacturing sector.

AtImpact level, the British High Commission’s vision is that the ClimateSmart Jobs programme, will seek out innovative, technology-based solutions toissues for agriculture in Northern Uganda and scale them in the most efficientways possible. Higher agricultural productivity, commercialisation of farming and improved net tradein agro-processing products will then accelerate the process of economictransformation in Uganda. It willrelease young men and women for wages employment into towns, stimulating demandfor non-agricultural products and inducing off-farm wages jobs in services.Uganda would be set on a green growth trajectory where businesses, jobs andGross domestic product (GDP) are no longer held back by unsustainable landmanagement practices, slow onset change and extreme climatic events.

The CSJ programme isfunded by the UK’s International Climate Fund. A key priority for the CSJprogramme is to help Ugandans adapt to and mitigate the impact of climatechange, and jobs created must be resilient to changing climatic conditions. TheUgandan population’s dependence on agriculture, combined with changing climatepatterns and unsustainable land management, contributes to Uganda’s position asthe 12th most vulnerable to climate change globally. The Ugandan agriculturesector’s exposure to pests, diseases, rains, floods and drought spells isprojected to increase in incidence and severity under climate change[1],and thus without adaptation climate change will make economic transformationfor Uganda near impossible.

Uganda’s prospects foreconomic growth and poverty reduction are also closely dependent on sustainablemanagement of its natural capital base. Environmental degradation is asignificant problem, leading to a loss of 27% up to agricultural GDP[2]. The CSJ programme therefore promotessustainable land management practices alongside targeting climate adaption andimproved incomes.

The Climate Smart Jobsprogramme builds on the UK-funded Northern Uganda – Transforming the Economythrough Climate Smart Agriculture (NU-TEC) programme. The NU-TECprogramme:

  • directly financed ~£19 million (UGX 88 billion) of investment into Ugandan agri-businesses and unlocked a further ~£ million (UGX billion) of investment by Ugandan companies
  • supported Ugandan agri-businesses to generate an additional ~£ million (UGX billion) of sales.
  • enabled ~,00 households in Northern Uganda to increase their income by at least 15%, benefitting around , individuals.
  • enabled ~2.2 million individuals to better adapt to the effects of climate change through diversified income sources and enhanced access to climate information, markets, inputs or finance.

Primary Duties and Responsibilities:

Background

The VideoEditor/Camera Person will film and edit video and photographs to support thecommunications material of the programme. The Consultant must have experiencewith High-Definition cameras, drones, mini-cams, podcast equipment, Final cutpro and Adobe Premier editing software, and be familiar with social media videotools (Facebook Live, Instagram, Twitter spaces etc).

Objectives

Reporting to theCommunications Manager, the consultant will film and edit content within agiven deadline. During editing, a process of review and revision will ensuremaximum quality output. The consultant is expected to:

  • produce visually engaging and informative videos showcasing climate-smart agricultural practices and their impact on job creation.
  • create compelling video content to raise awareness about the program, its activities, and success stories.
  • support the dissemination of knowledge and best practices related to climate-smart jobs in agriculture through visually appealing videos.
  • collaborate with the program team to ensure the alignment of video content with program objectives and messaging.

Responsibilities / Scope of Work:

The VideoEditor/Camera Person Consultant will be responsible for the following tasks:

  • Plan and execute still and video shoots at agreed locations, capturing relevant footage of climate-smart agricultural activities and interviews with key stakeholders.
  • Edit and post-produce still and video content, ensuring high-quality visuals, sound, and graphics, as well as seamless transitions and storytelling.
  • Incorporate subtitles, captions, and translations as necessary to ensure accessibility and reach for a broader audience.
  • Collaborate closely with the program team to ensure the accurate representation of program activities and messages in the videos.
  • Comply with all copyright and intellectual property laws when using third-party materials (e.g., music, images, etc.) in the videos.
  • Comply with Palladium consent guidelines (including respecting child protection guidance) when collecting visual and or audio content.
  • Provide guidance on video length, format, and style to optimize engagement and appeal.
  • Maintain organized video archives and backups of raw footage, ensuring their safekeeping and easy retrieval.

Deliverables:
The VideoEditor/Camera Person Consultant will be expected to deliver the following:

  • High-quality edited still pictures and videos that showcase climate-smart agricultural practices, success stories, and program activities.
  • Subtitles, captions, and translations as required for video accessibility and broader audience reach.
  • Well-organized video archives and backup of raw footage.

Required Qualifications:

  • Demonstrated experience in video editing and camera operation, preferably with a portfolio showcasing previous relevant work.
  • Proficiency in video editing software (e.g., Adobe Premiere Pro, Final Cut Pro, etc.) and camera equipment.
  • Strong storytelling skills and the ability to create visually captivating and informative videos.
  • Understanding of climate-smart agriculture and sustainability concepts is desirable.
  • Excellent communication and teamwork skills to collaborate effectively with the program team and stakeholders.
  • Attention to detail and the ability to meet deadlines.

Intellectual Property:
All rights to theproduced videos and associated materials will be transferred to the ClimateSmart Jobs Programme.
